Lawyer/Author/Professor Law In 1993 Patrick J. O’Guinn, Sr., Esq. opened a private law practice and in 1994 formed O’Guinn & McNeal, P.A. with Sherae M. McNeal, Esq. making O’Guinn & McNeal, P.A. Howard County’s largest continuously operating African American law firm partnership.
O’Guinn, a former Baltimore Felony Trial Public Defender with an extensive law enforcement background has handled several complex and high profile cases during his legal career. He was the second African American Howard County lawyer to file a class action lawsuit against a major corporation in the 1990’s.
O'Guinn, a college Professor has instructed many students currently serving as police officers in the community and has tirelessly worked to improve community public safety through participation on governmental transition teams and periodic workshops.
He has authored texts on DUI/DWI Defense; the Maryland Criminal Justice System and has written two articles on the History of African American Lawyers in Howard County, Maryland.
O’Guinn currently develops and teaches college computer forensics and e-discovery courses and practices law in Howard County, Maryland.
