First Elected Black Howard County Judge Chief Judge Orphans’ Court/Lawyer
Hon. Sherae McNeal, Esq. started her legal career in Baltimore City Maryland handling complex civil cases at Schlachman, Belsky and Weiner P.A. before forming the O’Guinn & McNeal, P.A. law firm in 1994.
In 1998, McNeal became the first elected African American judge in Howard County history as the first elected African American Orphans’ Court Judge.
McNeal has served as the Chief Judge of the Howard County Orphans’ Court since 2006 and has been instrumental in promoting the use of modern
information technology within the Orphans’ Court.
